Annual Program Statement

The USAID Mobilizing Action Against Corruption (MAAC) Activity, implemented by Casals & Associates, Inc. (Casals), is seeking for applications from Civil Society Organizations (CSOs) to implement innovative activities to mobilize action against corruption.  MAAC will provide small grants to CSOs that demonstrate an established capacity to implement a project or an activity related to the overarching campaign against corruption.  Applicants must have a proven ability in implementing methodologies or programs relating to democratic governance or other related activities. Successful applicants are expected to ensure almost immediate implementation and to achieve measurable inputs in the short term.  Applications for projects will be considered if they are found to be innovative, based on well-developed concept papers and proposals that are geared towards concrete actions and include clear and tangible expected results, and are capable of reaching a high number of citizens quickly with strong progress towards sustainability.  Applications will be considered for (1) projects and (2) one-time events such as workshops, public information events, etc.

Under this third Annual Program Statement, the amount of funding per grant for projects will range from AMD 1,000,000 to 9,000,000. Applications for both 1) projects and 2) one-time events may be submitted at any time in the 12 months following the announcement of this APS. Applications will be reviewed on a rolling basis. The planned start of the project should be anytime starting from September 2010.

MAAC will allocate grants for projects addressing, inter alia,  corruption in the private sector, education, health and gender specific implemented respectively by professional associations, youth/student NGOs, projects aiming public awareness and NGOs specializing in women issues. Project proposals, aiming at advocating or supporting system-level or procedural changes/reforms within state and local self- governance systems or supporting such reforms already initiated by the Government of Armenia, are encouraged.

Organizations eligible for applying within the frameworks of this Annual Program Statement must be Armenian civil society organizations that have official non-profit status; these are public organizations, foundations, unions of legal entities, professional associations, trade unions, media-related organizations, public education organizations, think tanks, etc.  Under certain conditions, applicants may include private enterprises, as well.  All grant activities must be implemented in Armenia.

Submission procedure

Applicants must provide one original and two printed copies of the Applications. Applicants should also provide an electronic copy on CD. All documents must be submitted to the following recipient:

About MAAC

The fundamental objectives of the Mobilizing Action Against Corruption (MAAC) Activity are to reduce corruption by: 1) providing Armenians with opportunities that would enable them to help combat corrupt practices that they encounter, 2) changing social attitudes and behavior among youth and adults to help them become attuned to the consequences of corruption and more likely to oppose or confront corruption, and 3) enabling systems-level changes to prevent or reduce corruption.  MAAC is a five- year USAID activity, implemented by Casals & Associates, a DynCorp International Company.
